Narrative:
On the dfw blue ridge 3 arrival, 2 mi northeast of hamak intersection at 11000 ft, we received a TCASII alert. We first had a yellow TA followed by a red RA accompanied by an aural climb command. With the sun in our eyes we couldn't visually identify the traffic. Unable to contact ATC due to the saturation of radio xmissions, we climbed to 11500 ft. At this time we received an aural 'monitor vertical speed.' we leveled at 11500 ft, notified ATC of what happened and since the conflict no longer existed we descended back to 11000 ft. We concluded the climbing aircraft was climbing at such a high rate of climb it set off the warning. The normal initial climb altitude on the dfw departure is 10000 ft. We don't know if he climbed above that altitude! I have talked to a TCASII manufacturer representative who helped design the TCASII and he said this is called the dfw bump. He told me they have just received approval from the FAA to reprogram TCASII to eliminate this type of situation.

Title: FLC OF ACR LGT ACFT DEVIATED FROM ASSIGNED ALT IN RESPONSE TO A TCASII RA.
Narrative: ON THE DFW BLUE RIDGE 3 ARR, 2 MI NE OF HAMAK INTXN AT 11000 FT, WE RECEIVED A TCASII ALERT. WE FIRST HAD A YELLOW TA FOLLOWED BY A RED RA ACCOMPANIED BY AN AURAL CLB COMMAND. WITH THE SUN IN OUR EYES WE COULDN'T VISUALLY IDENT THE TFC. UNABLE TO CONTACT ATC DUE TO THE SATURATION OF RADIO XMISSIONS, WE CLBED TO 11500 FT. AT THIS TIME WE RECEIVED AN AURAL 'MONITOR VERT SPD.' WE LEVELED AT 11500 FT, NOTIFIED ATC OF WHAT HAPPENED AND SINCE THE CONFLICT NO LONGER EXISTED WE DSNDED BACK TO 11000 FT. WE CONCLUDED THE CLBING ACFT WAS CLBING AT SUCH A HIGH RATE OF CLB IT SET OFF THE WARNING. THE NORMAL INITIAL CLB ALT ON THE DFW DEP IS 10000 FT. WE DON'T KNOW IF HE CLBED ABOVE THAT ALT! I HAVE TALKED TO A TCASII MANUFACTURER REPRESENTATIVE WHO HELPED DESIGN THE TCASII AND HE SAID THIS IS CALLED THE DFW BUMP. HE TOLD ME THEY HAVE JUST RECEIVED APPROVAL FROM THE FAA TO REPROGRAM TCASII TO ELIMINATE THIS TYPE OF SIT.
