Narrative:
Instructed to descend to FL270 from FL310. Started descent, while passing through FL290, we had a TCASII alert to climb. Traffic was 1 O'clock and 400 ft below. Seconds later, ZOB instructed us to expedite descent and turn left 30 degrees. We responded to TCASII alert by adding power and climbing while continuing turn to left. At one moment, TCASII showed us at the same altitude. As we climbed in accordance with TCASII information, we spotted traffic visually at 2 O'clock in opposite direction. We resumed descent when TCASII informed us we were 'clear of conflict' and advised ATC when we had been responding to a TCASII alert.

Title: FLC OF ACR MLG ACFT DEVIATED FROM DSCNT INSTRUCTIONS FROM ATC TO RESPOND TO A TCASII RA.
Narrative: INSTRUCTED TO DSND TO FL270 FROM FL310. STARTED DSCNT, WHILE PASSING THROUGH FL290, WE HAD A TCASII ALERT TO CLB. TFC WAS 1 O'CLOCK AND 400 FT BELOW. SECONDS LATER, ZOB INSTRUCTED US TO EXPEDITE DSCNT AND TURN L 30 DEGS. WE RESPONDED TO TCASII ALERT BY ADDING PWR AND CLBING WHILE CONTINUING TURN TO L. AT ONE MOMENT, TCASII SHOWED US AT THE SAME ALT. AS WE CLBED IN ACCORDANCE WITH TCASII INFO, WE SPOTTED TFC VISUALLY AT 2 O'CLOCK IN OPPOSITE DIRECTION. WE RESUMED DSCNT WHEN TCASII INFORMED US WE WERE 'CLR OF CONFLICT' AND ADVISED ATC WHEN WE HAD BEEN RESPONDING TO A TCASII ALERT.
