Narrative:

Flight number pbi to dca. While approaching dca, copilot was flying and winds were stronger than usual, but not exceptional. Both ground and at altitude. Was cleared for approach mount vernon visual runway 36, at 13 DME, speed 250 KTS. I mentioned that we might be closing in on traffic we were following. Copilot not too worried. At that time he put out gear and with a model type aircraft I thought he would start putting out flaps. While this was somewhat unusual, but certainly within limits, plus we were an hour late. About that time, I was switched to tower and was cleared to land. I acknowledged and looked up and we were approximately 4 DME, 210 KTS, still no flaps and was no longer lined up with the runway 36. The aircraft was being blown to the right. The copilot said I can't land runway 36, request runway 33, which I did and was cleared. The turn was 800 ft and he almost did not line with runway 33. If he had not, I was going to take and go around.

Narrative: FLT NUMBER PBI TO DCA. WHILE APCHING DCA, COPLT WAS FLYING AND WINDS WERE STRONGER THAN USUAL, BUT NOT EXCEPTIONAL. BOTH GND AND AT ALT. WAS CLRED FOR APCH MOUNT VERNON VISUAL RWY 36, AT 13 DME, SPD 250 KTS. I MENTIONED THAT WE MIGHT BE CLOSING IN ON TFC WE WERE FOLLOWING. COPLT NOT TOO WORRIED. AT THAT TIME HE PUT OUT GEAR AND WITH A MODEL TYPE ACFT I THOUGHT HE WOULD START PUTTING OUT FLAPS. WHILE THIS WAS SOMEWHAT UNUSUAL, BUT CERTAINLY WITHIN LIMITS, PLUS WE WERE AN HR LATE. ABOUT THAT TIME, I WAS SWITCHED TO TWR AND WAS CLRED TO LAND. I ACKNOWLEDGED AND LOOKED UP AND WE WERE APPROX 4 DME, 210 KTS, STILL NO FLAPS AND WAS NO LONGER LINED UP WITH THE RWY 36. THE ACFT WAS BEING BLOWN TO THE R. THE COPLT SAID I CAN'T LAND RWY 36, REQUEST RWY 33, WHICH I DID AND WAS CLRED. THE TURN WAS 800 FT AND HE ALMOST DID NOT LINE WITH RWY 33. IF HE HAD NOT, I WAS GOING TO TAKE AND GAR.
