Narrative:
Cleared to FL250 by ZID due to oncoming traffic at FL260, our 11 O'clock position, 15 mi. We were IMC. The TCASII gave a TA, 'traffic, traffic' and displayed traffic at 11 O'clock, about where the FL260 traffic was called by cle. I was hand flying the aircraft and as I began the level off at FL250 the TCASII gave an RA 'descend, descend.' the radar target was inside the 10 NM ring and was colored red indicating a conflict. The vertical speed indicator lights commanded an 1800-2000 FPM rate of descent which was immediately initiated. TCASII indicated 'clear of conflict' as we approached FL240. I accomplished the level off at 23800 ft and climbed the aircraft back to FL250. We called ZID and told them of our TCASII commanded deviation. They were busy and never did acknowledge our transmission, nor did they remark/inquire about our altitude deviation. We were IMC during the entire incident and never had actual visual contact with the reported or TCASII traffic.

Title: CAPT OF MLG ACR ACFT TOOK EVASIVE ACTION IN RESPONSE TO A TCASII RA DURING CLB.
Narrative: CLRED TO FL250 BY ZID DUE TO ONCOMING TFC AT FL260, OUR 11 O'CLOCK POS, 15 MI. WE WERE IMC. THE TCASII GAVE A TA, 'TFC, TFC' AND DISPLAYED TFC AT 11 O'CLOCK, ABOUT WHERE THE FL260 TFC WAS CALLED BY CLE. I WAS HAND FLYING THE ACFT AND AS I BEGAN THE LEVEL OFF AT FL250 THE TCASII GAVE AN RA 'DSND, DSND.' THE RADAR TARGET WAS INSIDE THE 10 NM RING AND WAS COLORED RED INDICATING A CONFLICT. THE VERT SPD INDICATOR LIGHTS COMMANDED AN 1800-2000 FPM RATE OF DSCNT WHICH WAS IMMEDIATELY INITIATED. TCASII INDICATED 'CLR OF CONFLICT' AS WE APCHED FL240. I ACCOMPLISHED THE LEVEL OFF AT 23800 FT AND CLBED THE ACFT BACK TO FL250. WE CALLED ZID AND TOLD THEM OF OUR TCASII COMMANDED DEV. THEY WERE BUSY AND NEVER DID ACKNOWLEDGE OUR XMISSION, NOR DID THEY REMARK/INQUIRE ABOUT OUR ALTDEV. WE WERE IMC DURING THE ENTIRE INCIDENT AND NEVER HAD ACTUAL VISUAL CONTACT WITH THE RPTED OR TCASII TFC.
