Narrative:
Just contacted pns approach and issued descent from 11000 to 10000. When passing through 10500 we got an RA on TCASII which commanded a climb. We climbed back to 11000 and when clear of conflict, descended back to 10000 and advised pns approach. A phone call to pns approach revealed that an MTR was cleared to 9000 while we were cleared to 10000. We received no TA prior to RA.
