Narrative:

Air carrier X level at 3000 ft MSL on a vector for ILS runway 19R to ict, ks. Heard a call for turn to heading of 180 degrees. Call was answered by another aircraft. Unable to verify call because controller was busy with other traffic. We continued on last assigned heading. I asked for to ask if we were to be vectored across localizer. Controller came on with alert for traffic and asked what heading we were on. We answered with the heading. I saw traffic and descended 200 ft off of my altitude. Only question I have is why was air traffic coming toward us in these meteorological conditions?

Narrative: ACR X LEVEL AT 3000 FT MSL ON A VECTOR FOR ILS RWY 19R TO ICT, KS. HEARD A CALL FOR TURN TO HDG OF 180 DEGS. CALL WAS ANSWERED BY ANOTHER ACFT. UNABLE TO VERIFY CALL BECAUSE CTLR WAS BUSY WITH OTHER TFC. WE CONTINUED ON LAST ASSIGNED HDG. I ASKED FOR TO ASK IF WE WERE TO BE VECTORED ACROSS LOC. CTLR CAME ON WITH ALERT FOR TFC AND ASKED WHAT HDG WE WERE ON. WE ANSWERED WITH THE HDG. I SAW TFC AND DSNDED 200 FT OFF OF MY ALT. ONLY QUESTION I HAVE IS WHY WAS AIR TFC COMING TOWARD US IN THESE METEOROLOGICAL CONDITIONS?
