Narrative:
ZOA held air carrier X at FL230 for traffic, expect climb in 4 mins. He was talking simulcast on UHF to 'tanker Y.' about 2 mins later we got a TCASII TA ahead and to the right closing at plus 2000 ft, then decreasing to an RA for us to descend immediately when the target was plus 1000 ft. We had a visual on 2 tanker aircraft. One was above, the lead was about 500 ft lower. We descended 300 ft as the target passed indicating plus 1200 ft. We only had 1 TCASII target. The lead aircraft passed off our right about 500 ft above us since we had gone down 300 ft. We couldn't hear any of their xmissions and center was busy giving them instructions. I advised center of the RA at first, but he didn't have time to respond.

Title: MIL TANKER BELOW ASSIGNED ALT HAD LTSS WITH ACR X RECEIVED TCASII TA RA. EVASIVE ACTION TAKEN.
Narrative: ZOA HELD ACR X AT FL230 FOR TFC, EXPECT CLB IN 4 MINS. HE WAS TALKING SIMULCAST ON UHF TO 'TANKER Y.' THE LEAD ACFT PASSED OFF OUR R ABOUT 500 FT ABOVE US SINCE WE HAD GONE DOWN 300 FT. WE COULDN'T HEAR ANY OF THEIR XMISSIONS AND CTR WAS BUSY GIVING THEM INSTRUCTIONS. I ADVISED CTR OF THE RA AT FIRST, BUT HE DIDN'T HAVE TIME TO RESPOND.
