Narrative:

Procedure problem. 'Silent coordination.' IFR flight plan. Inbound small transport observed on BRITE radar descending out of 6700 ft landing at jeffco on a 3-MI final to runway 29R. (Only runway open at the time, 2 other runways NOTAM closed.) jeffco tower controller advised den approach to switch the small transport via voice-page line. Small transport came to tower frequency on a 2-MI final 1ST call. This is an ongoing problem caused in part by: denver radar forcing the new procedures, i.e., 'silent coordination' on all satellite facilities to reduce their workload at satellite facility burden, as well as at the cost of aviation safety. Denver radar is not reducing workload on 'satellite' radar controllers by splitting off into 2 separate position in time.

Narrative: PROC PROB. 'SILENT COORD.' IFR FLT PLAN. INBOUND SMT OBSERVED ON BRITE RADAR DSNDING OUT OF 6700 FT LNDG AT JEFFCO ON A 3-MI FINAL TO RWY 29R. (ONLY RWY OPEN AT THE TIME, 2 OTHER RWYS NOTAM CLOSED.) JEFFCO TWR CTLR ADVISED DEN APCH TO SWITCH THE SMT VIA VOICE-PAGE LINE. SMT CAME TO TWR FREQ ON A 2-MI FINAL 1ST CALL. THIS IS AN ONGOING PROB CAUSED IN PART BY: DENVER RADAR FORCING THE NEW PROCS, I.E., 'SILENT COORD' ON ALL SATELLITE FACILITIES TO REDUCE THEIR WORKLOAD AT SATELLITE FACILITY BURDEN, AS WELL AS AT THE COST OF AVIATION SAFETY. DENVER RADAR IS NOT REDUCING WORKLOAD ON 'SATELLITE' RADAR CTLRS BY SPLITTING OFF INTO 2 SEPARATE POS IN TIME.
