Narrative:
On feb/xx/93 ZOB reorganized to 7 areas of specialization. My area (keystone) took control of the marion and carleton sectors on this date. The carleton sector has airspace to the ground with 3 airports with published approachs under its jurisdiction. The airports are sky, pcw, ypt. In addition, after XA00 local marion takes control of mfd approach airspace with an additional 3 airports. On feb/xx/93 I became aware of the fact that the approach plates at both sectors are out of date. After complaining, the plates will be updated, however, the length of time and changes that take place present safety hazards. The old charts were dated ypt nov/16/89, pcw feb/4/87, sky - no date. All the above approachs have undergone changes since these plates were posted. I.e., MSA is lower at pcw. A handwritten change on the plate reflects runway change from aug/26 to sep/27. This is typical of FAA not keeping up with administrative duties and providing current information to controllers. If FARS require pilots to update, why not the FAA. The issue is, if I have an aircraft with an in-flight emergency landing at any of these airports, I need the most current information at my fingertips. During these times of administrative cutbacks and budget problems, the FAA has more than enough administrative people to keep up this information.

Title: CTLR COMPLAINS THAT PUBLISHED APCH PLATES ARE NOT UP TO DATE AT THE SECTOR.
Narrative: ON FEB/XX/93 ZOB REORGANIZED TO 7 AREAS OF SPECIALIZATION. MY AREA (KEYSTONE) TOOK CTL OF THE MARION AND CARLETON SECTORS ON THIS DATE. THE CARLETON SECTOR HAS AIRSPACE TO THE GND WITH 3 ARPTS WITH PUBLISHED APCHS UNDER ITS JURISDICTION. THE ARPTS ARE SKY, PCW, YPT. IN ADDITION, AFTER XA00 LCL MARION TAKES CTL OF MFD APCH AIRSPACE WITH AN ADDITIONAL 3 ARPTS. ON FEB/XX/93 I BECAME AWARE OF THE FACT THAT THE APCH PLATES AT BOTH SECTORS ARE OUT OF DATE. AFTER COMPLAINING, THE PLATES WILL BE UPDATED, HOWEVER, THE LENGTH OF TIME AND CHANGES THAT TAKE PLACE PRESENT SAFETY HAZARDS. THE OLD CHARTS WERE DATED YPT NOV/16/89, PCW FEB/4/87, SKY - NO DATE. ALL THE ABOVE APCHS HAVE UNDERGONE CHANGES SINCE THESE PLATES WERE POSTED. I.E., MSA IS LOWER AT PCW. A HANDWRITTEN CHANGE ON THE PLATE REFLECTS RWY CHANGE FROM AUG/26 TO SEP/27. THIS IS TYPICAL OF FAA NOT KEEPING UP WITH ADMINISTRATIVE DUTIES AND PROVIDING CURRENT INFO TO CTLRS. IF FARS REQUIRE PLTS TO UPDATE, WHY NOT THE FAA. THE ISSUE IS, IF I HAVE AN ACFT WITH AN INFLT EMER LNDG AT ANY OF THESE ARPTS, I NEED THE MOST CURRENT INFO AT MY FINGERTIPS. DURING THESE TIMES OF ADMINISTRATIVE CUTBACKS AND BUDGET PROBS, THE FAA HAS MORE THAN ENOUGH ADMINISTRATIVE PEOPLE TO KEEP UP THIS INFO.
