Narrative:

On takeoff from fll experienced what sounded like numerous bird strikes. The #2 engine's #1 RPM reduced by approximately 15 percent RPM and a definite odor of burning bird was detected. Both air conditioning packs were shut down to stop the odor. Communication with the fll tower and departure control and company operations began. We requested radar vectors to return to fll and land on runway 9L. This was accomplished using a 12 mi final approach with a very shallow descent rate for reduced pressurization. An aircraft emergency was declared. A normal approach and landing was made. The emergency equipment was standing by. A maintenance inspection was done by qualified personnel, no damage was found. The aircraft was cleared for dispatch. All procedures and checklists were accomplished.
