Narrative:
Holding on runway 9R taxiway just west of the TW16 taxiway when cleared by ord ground control to taxi to the gate via the TW16 and cargo txwys. As I started to taxi, the first officer alerted me to an medium large transport exiting runway 9R at the high speed which leads to the TW16 taxiway. I stopped the aircraft as air carrier passed in front of us. No one was hurt and no damage done, but this incident had the potential to be another ewr accident. I believe there must be more emphasis placed on having pilots contact ground control prior to entering the taxiway and at ord the controllers should space the arrs to allow for aircraft to contact ground prior to continuing their taxi.

Title: 2 MLGS CONFLICT ON TXWY N OF RWY 9R AT ORD.
Narrative: HOLDING ON RWY 9R TXWY JUST W OF THE TW16 TXWY WHEN CLRED BY ORD GND CTL TO TAXI TO THE GATE VIA THE TW16 AND CARGO TXWYS. AS I STARTED TO TAXI, THE FO ALERTED ME TO AN MLG EXITING RWY 9R AT THE HIGH SPD WHICH LEADS TO THE TW16 TXWY. I STOPPED THE ACFT AS ACR PASSED IN FRONT OF US. NO ONE WAS HURT AND NO DAMAGE DONE, BUT THIS INCIDENT HAD THE POTENTIAL TO BE ANOTHER EWR ACCIDENT. I BELIEVE THERE MUST BE MORE EMPHASIS PLACED ON HAVING PLTS CONTACT GND CTL PRIOR TO ENTERING THE TXWY AND AT ORD THE CTLRS SHOULD SPACE THE ARRS TO ALLOW FOR ACFT TO CONTACT GND PRIOR TO CONTINUING THEIR TAXI.
