Narrative:
My aircraft small transport being vectored by ord approach for the VOR runway 9 approach to jot. While on a 090 degree heading, descending through 2700 ft to maintain 2300 ft, an small aircraft flew over the top of us at approximately 2900 ft on a 270 degree heading. We were on an IFR flight plan in radar contact. In-flight visibility was 2-3 mi. I asked ATC if he was showing the small aircraft on his radar. He replied, 'no, you are the only aircraft out there.' this was a training flight. Could have been prevented possibly if I was concentrating more outside the aircraft instead of concentrating on student. I don't know what caused ATC to fail to call out the traffic. According to the controller he did not see the other aircraft. I was complacent because the visibility was 2-3 mi and occasionally 1 mi in haze/fog, so therefore, I was not looking outside as much as I should have been.

Title: SMT ON IFR FLT PLAN, VECTORS TO APCH HAS NMAC WITH SMA.
Narrative: MY ACFT SMT BEING VECTORED BY ORD APCH FOR THE VOR RWY 9 APCH TO JOT. WHILE ON A 090 DEG HDG, DSNDING THROUGH 2700 FT TO MAINTAIN 2300 FT, AN SMA FLEW OVER THE TOP OF US AT APPROX 2900 FT ON A 270 DEG HDG. WE WERE ON AN IFR FLT PLAN IN RADAR CONTACT. INFLT VISIBILITY WAS 2-3 MI. I ASKED ATC IF HE WAS SHOWING THE SMA ON HIS RADAR. HE REPLIED, 'NO, YOU ARE THE ONLY ACFT OUT THERE.' THIS WAS A TRAINING FLT. COULD HAVE BEEN PREVENTED POSSIBLY IF I WAS CONCENTRATING MORE OUTSIDE THE ACFT INSTEAD OF CONCENTRATING ON STUDENT. I DON'T KNOW WHAT CAUSED ATC TO FAIL TO CALL OUT THE TFC. ACCORDING TO THE CTLR HE DID NOT SEE THE OTHER ACFT. I WAS COMPLACENT BECAUSE THE VISIBILITY WAS 2-3 MI AND OCCASIONALLY 1 MI IN HAZE/FOG, SO THEREFORE, I WAS NOT LOOKING OUTSIDE AS MUCH AS I SHOULD HAVE BEEN.
