Narrative:
Air carrier X hnl-osa, in WX, with osaka approach control, on assigned heading of 270 degrees, cleared from 7000 ft to 5000 ft. Another controller (I assume a supervisor) loudly stated '...hold your present altitude and turn to heading 010 degrees.' at the same time he said this we were just passing 6600 ft. We leveled at 6500 ft and at the same time our TCASII gave us a 'traffic, traffic' and target appeared at our 2 O'clock position (-500 ft) on a converging course at 2 mi. In a telephone conversation the captain had with approach control after the flight, osa approach control supervisor was very apologetic and stated that an error had been made by approach control due to the 'high winds aloft which allowed the other aircraft to be in our close proximity.' prevention: the approach controllers have a radar scope and can see the impending problem -- we (pilots) are basically at their mercy and I'm sure that we would have gotten a TCASII advisory for traffic avoidance if the situation had been allowed to continue.

Title: ACR X TCASII TA HAD LTSS FROM Y. SYS ERROR.
Narrative: ACR X HNL-OSA, IN WX, WITH OSAKA APCH CTL, ON ASSIGNED HDG OF 270 DEGS, CLRED FROM 7000 FT TO 5000 FT. ANOTHER CTLR (I ASSUME A SUPVR) LOUDLY STATED '...HOLD YOUR PRESENT ALT AND TURN TO HDG 010 DEGS.' AT THE SAME TIME HE SAID THIS WE WERE JUST PASSING 6600 FT. WE LEVELED AT 6500 FT AND AT THE SAME TIME OUR TCASII GAVE US A 'TFC, TFC' AND TARGET APPEARED AT OUR 2 O'CLOCK POS (-500 FT) ON A CONVERGING COURSE AT 2 MI. IN A TELEPHONE CONVERSATION THE CAPT HAD WITH APCH CTL AFTER THE FLT, OSA APCH CTL SUPVR WAS VERY APOLOGETIC AND STATED THAT AN ERROR HAD BEEN MADE BY APCH CTL DUE TO THE 'HIGH WINDS ALOFT WHICH ALLOWED THE OTHER ACFT TO BE IN OUR CLOSE PROX.' PREVENTION: THE APCH CTLRS HAVE A RADAR SCOPE AND CAN SEE THE IMPENDING PROB -- WE (PLTS) ARE BASICALLY AT THEIR MERCY AND I'M SURE THAT WE WOULD HAVE GOTTEN A TCASII ADVISORY FOR TFC AVOIDANCE IF THE SIT HAD BEEN ALLOWED TO CONTINUE.
