Narrative:
Operating flight number clt-chs may/93. WX conditions chs enabled dispatch release with no alternate airport. During descent we were advised chs tower had 'a fire' and consequently runway lighting was inoperative. Not having alternate fuel on board I decided to land 'at my own risk' at XA38 local. Airman's almanac listed local sunset at XA16. Flight operations manual says that all lndgs after sunset must have runway lighting available. Landing was made in daylight with adequate visual reference in my opinion. Landing was uneventful and we were blocked in at XA45 local (still during civil twilight). If I would have had alternate fuel on board I would have diverted to alternate airport, but in the given situation my best judgement along with consent and agreement of first officer was to land.

Title: FLC OF AN ACR LGT ACFT LANDED ON AN UNLIGHTED RWY AFTER SUNSET WHICH WAS CONTRARY TO COMPANY POLICY PROC.
Narrative: OPERATING FLT NUMBER CLT-CHS MAY/93. WX CONDITIONS CHS ENABLED DISPATCH RELEASE WITH NO ALTERNATE ARPT. DURING DSCNT WE WERE ADVISED CHS TWR HAD 'A FIRE' AND CONSEQUENTLY RWY LIGHTING WAS INOP. NOT HAVING ALTERNATE FUEL ON BOARD I DECIDED TO LAND 'AT MY OWN RISK' AT XA38 LCL. AIRMAN'S ALMANAC LISTED LCL SUNSET AT XA16. FLT OPS MANUAL SAYS THAT ALL LNDGS AFTER SUNSET MUST HAVE RWY LIGHTING AVAILABLE. LNDG WAS MADE IN DAYLIGHT WITH ADEQUATE VISUAL REF IN MY OPINION. LNDG WAS UNEVENTFUL AND WE WERE BLOCKED IN AT XA45 LCL (STILL DURING CIVIL TWILIGHT). IF I WOULD HAVE HAD ALTERNATE FUEL ON BOARD I WOULD HAVE DIVERTED TO ALTERNATE ARPT, BUT IN THE GIVEN SIT MY BEST JUDGEMENT ALONG WITH CONSENT AND AGREEMENT OF FO WAS TO LAND.
