Narrative:

Air carrier X airlines flight from phx to bur passing hector wbound, we were advised to look for a fgt at FL250. We were level at FL260 and fgt was level at 250, eastbound and 25 mi ahead of us. We had visual with the fgt about 10 mi ahead putting out a lot of smoke. Our TCASII saw this aircraft and told us to climb. Our TCASII showed the fgt 400 below us. I saw another aircraft above us, so I turned to the right. I told ZLA that we were climbing and their reply was don't climb, turn right to 280 degrees. End of conflict. I talked to ZLA on the ground in bur. They looked at the tape and said no conflict. Our TCASII showed the fgt 400 below us.

Title: FLC OF AN LGT ACR ACFT MADE AN EVASIVE ACTION TURN IN RESPONSE TO A TCASII RA.

Narrative: ACR X AIRLINES FLT FROM PHX TO BUR PASSING HECTOR WBOUND, WE WERE ADVISED TO LOOK FOR A FGT AT FL250. WE WERE LEVEL AT FL260 AND FGT WAS LEVEL AT 250, EBOUND AND 25 MI AHEAD OF US. WE HAD VISUAL WITH THE FGT ABOUT 10 MI AHEAD PUTTING OUT A LOT OF SMOKE. OUR TCASII SAW THIS ACFT AND TOLD US TO CLB. OUR TCASII SHOWED THE FGT 400 BELOW US. I SAW ANOTHER ACFT ABOVE US, SO I TURNED TO THE R. I TOLD ZLA THAT WE WERE CLBING AND THEIR REPLY WAS DON'T CLB, TURN R TO 280 DEGS. END OF CONFLICT. I TALKED TO ZLA ON THE GND IN BUR. THEY LOOKED AT THE TAPE AND SAID NO CONFLICT. OUR TCASII SHOWED THE FGT 400 BELOW US.
