Narrative:

ATC ZKC cleared us to climb to FL190. Upon reaching and level off at FL190, ZKC cleared us 'descend to 17000 ft with your discretion to 11000 ft. We then started a 500 FPM descent to 17000 ft. At about 17600 ft and descending, ATC said 'I want you at 17000 ft in 10 seconds...I don't appreciate what you're doing to me.' I politely reminded him that he never gave any kind of time frame or restriction for the descent, and that we could have increased the descent if asked to do so. Inactions of ATC, in rate of descent requested. ATC seemed to try to put the blame on the flight crew.

INACTIONS OF ATC, IN RATE OF DSCNT REQUESTED. ATC SEEMED TO TRY TO PUT THE BLAME ON THE FLC.
