Narrative:
After level off at 16000 ft on the moxee 2 arrival into pdx from eug, noticed traffic both visually and on TCASII. Received TA from TCASII. Aircraft appeared to be climbing (a light twin) and TCASII showed him plus 200 ft. Then received an RA to descend. Followed company procedure and initiated descent per TCASII to 15300 ft, advised ATC (ZSE 125.8) and returned to 16000 ft after clear of conflict.
