Narrative:
FAA ramp check inspector found 1 screw coming out of an inspection panel on right wing root. Panel is 2 ft long, 6 inches wide, with a total of 30 screws. I inspected panel and found to be very secure and all screws were tight. I tightened loose screw. During this process inspector walked off without watching my check. We took off. Received ACARS message that inspector said that the screw should have been tightened by a mechanic. Supplemental information from acn 247984: I proceeded to perform my exterior preflight alone. I found no discrepancies. After takeoff, we were informed that the inspector was asking operations for our names concerning the loose screw.

Title: AN FAA ACI COMPLAINED THAT THE CAPT OF AN ACR MLG TIGHTENED A SCREW WHEN IT SHOULD HAVE BEEN TIGHTENED BY A MECH.
Narrative: FAA RAMP CHK INSPECTOR FOUND 1 SCREW COMING OUT OF AN INSPECTION PANEL ON R WING ROOT. PANEL IS 2 FT LONG, 6 INCHES WIDE, WITH A TOTAL OF 30 SCREWS. I INSPECTED PANEL AND FOUND TO BE VERY SECURE AND ALL SCREWS WERE TIGHT. I TIGHTENED LOOSE SCREW. DURING THIS PROCESS INSPECTOR WALKED OFF WITHOUT WATCHING MY CHK. WE TOOK OFF. RECEIVED ACARS MESSAGE THAT INSPECTOR SAID THAT THE SCREW SHOULD HAVE BEEN TIGHTENED BY A MECH. SUPPLEMENTAL INFO FROM ACN 247984: I PROCEEDED TO PERFORM MY EXTERIOR PREFLT ALONE. I FOUND NO DISCREPANCIES. AFTER TKOF, WE WERE INFORMED THAT THE INSPECTOR WAS ASKING OPS FOR OUR NAMES CONCERNING THE LOOSE SCREW.
