Narrative:

I was working the TCA position at jfk tower. A helicopter requested a clearance through the TCA on a route of flight which would remain north of the airport and approach course to runway 13L. I approved the request with the appropriate altitude and route restrictions. As the helicopter passed abeam the approach end of runway 13L, air carrier X was turning base to final 2-3 mi from the airport. I called the traffic to the helicopter who reported air carrier X in sight. I then instructed the helicopter to maintain visual separation. I pointed the helicopter out to the local controller, who was working air carrier X. Before the local controller could advise air carrier X about the helicopter, air carrier X had received a TCASII advisory, and initiated a go around.

Title: ACR X TCASII RA WITH VFR HELI MADE GAR.

Narrative: I WAS WORKING THE TCA POS AT JFK TWR. A HELI REQUESTED A CLRNC THROUGH THE TCA ON A RTE OF FLT WHICH WOULD REMAIN N OF THE ARPT AND APCH COURSE TO RWY 13L. I APPROVED THE REQUEST WITH THE APPROPRIATE ALT AND RTE RESTRICTIONS. AS THE HELI PASSED ABEAM THE APCH END OF RWY 13L, ACR X WAS TURNING BASE TO FINAL 2-3 MI FROM THE ARPT. I CALLED THE TFC TO THE HELI WHO RPTED ACR X IN SIGHT. I THEN INSTRUCTED THE HELI TO MAINTAIN VISUAL SEPARATION. I POINTED THE HELI OUT TO THE LCL CTLR, WHO WAS WORKING ACR X. BEFORE THE LCL CTLR COULD ADVISE ACR X ABOUT THE HELI, ACR X HAD RECEIVED A TCASII ADVISORY, AND INITIATED A GAR.
