Narrative:
Inbound to dca for landing at 5000 ft, working with washington approach, we (the captain and myself) saw on our TCASII screen a red target within the 2 mi circle. It seemed to pop up out of nowhere with a minus 500 ft altitude readout (relative to us). Immediately the TCASII voice command of 'climb, climb' was heard and we complied. I quickly told washington about the deviation, they responded with a 'roger' and pointed out other traffic, a jet 2 O'clock and 2 mi. The RA target disappeared as we climbed to 5800 ft. We descended back to 5000 ft and asked the controller about the RA traffic. He said he did not show that traffic on his screen. After a normal STOL landing on runway 33, my captain called the controller on the telephone as per his request to exchange more information about the incident.

Title: FLC OF AN MDT ACR ACFT CLBED ABOVE ASSIGNED ALT IN RESPONSE TO A TCASII RA.
Narrative: INBOUND TO DCA FOR LNDG AT 5000 FT, WORKING WITH WASHINGTON APCH, WE (THE CAPT AND MYSELF) SAW ON OUR TCASII SCREEN A RED TARGET WITHIN THE 2 MI CIRCLE. IT SEEMED TO POP UP OUT OF NOWHERE WITH A MINUS 500 FT ALT READOUT (RELATIVE TO US). IMMEDIATELY THE TCASII VOICE COMMAND OF 'CLB, CLB' WAS HEARD AND WE COMPLIED. I QUICKLY TOLD WASHINGTON ABOUT THE DEV, THEY RESPONDED WITH A 'ROGER' AND POINTED OUT OTHER TFC, A JET 2 O'CLOCK AND 2 MI. THE RA TARGET DISAPPEARED AS WE CLBED TO 5800 FT. WE DSNDED BACK TO 5000 FT AND ASKED THE CTLR ABOUT THE RA TFC. HE SAID HE DID NOT SHOW THAT TFC ON HIS SCREEN. AFTER A NORMAL STOL LNDG ON RWY 33, MY CAPT CALLED THE CTLR ON THE TELEPHONE AS PER HIS REQUEST TO EXCHANGE MORE INFO ABOUT THE INCIDENT.
