Narrative:
At cruise FL290, TA shows aircraft 1000 ft below us at 12 O'clock but climbing. According to TCASII, aircraft didn't level off and an RA was issued. We responded to the climb command to almost 1000 ft above till clear of conflict, then returned to FL290. ATC was informed as we initiated RA maneuver. ATC told other aircraft he showed 400 ft high. Aircraft stated level at FL280. No discussion followed.

Title: AN ACR MLG CLBED IN RESPONSE TO A TCASII COMMAND.
Narrative: AT CRUISE FL290, TA SHOWS ACFT 1000 FT BELOW US AT 12 O'CLOCK BUT CLBING. ACCORDING TO TCASII, ACFT DIDN'T LEVEL OFF AND AN RA WAS ISSUED. WE RESPONDED TO THE CLB COMMAND TO ALMOST 1000 FT ABOVE TILL CLR OF CONFLICT, THEN RETURNED TO FL290. ATC WAS INFORMED AS WE INITIATED RA MANEUVER. ATC TOLD OTHER ACFT HE SHOWED 400 FT HIGH. ACFT STATED LEVEL AT FL280. NO DISCUSSION FOLLOWED.
