Narrative:

Pilot was receiving dual instruction for high performance endorsement. Demonstrating engine loss procedures over santa flight engineer dam area, dipped below top of air traffic area extension for el monte airport when a turbo propeller (small transport twin) landing el monte flew under us approximately 150 ft. We were not in communication with ATC and from the look on the small transport twin pilot's face, el monte never called us out to him. Solution: CFI's should use ontario TRACON and participate in the system. CFI's should be more aware of airspace around practice areas. An extra effort should have been placed traffic avoidance since visibility was 4 mi haze and smoke.

Narrative: PLT WAS RECEIVING DUAL INSTRUCTION FOR HIGH PERFORMANCE ENDORSEMENT. WE WERE NOT IN COM WITH ATC AND FROM THE LOOK ON THE SMT TWIN PLT'S FACE, EL MONTE NEVER CALLED US OUT TO HIM. SOLUTION: CFI'S SHOULD USE ONTARIO TRACON AND PARTICIPATE IN THE SYS. CFI'S SHOULD BE MORE AWARE OF AIRSPACE AROUND PRACTICE AREAS. AN EXTRA EFFORT SHOULD HAVE BEEN PLACED TFC AVOIDANCE SINCE VISIBILITY WAS 4 MI HAZE AND SMOKE.
