Narrative:
We were landing at kokomo airport on runway 23. On short final I noticed a single engine small aircraft at the hold short line of a crossing taxiway. He appeared very close to the edge of the runway but was holding clear and appeared to be waiting for us to land. During our landing flare he pulled out onto the runway right in front of us. I was the PF, captain took control of the airplane. We rotated and climbed out with full flaps and gear, nearly hitting what turned out to be an small aircraft type.

Title: LNDG CHARTER FLT HAS A CLOSE CONFLICT WITH AN SMA THAT PULLED ONTO THE RWY JUST AS THEY WERE TO LAND.
Narrative: WE WERE LNDG AT KOKOMO ARPT ON RWY 23. ON SHORT FINAL I NOTICED A SINGLE ENG SMA AT THE HOLD SHORT LINE OF A XING TXWY. HE APPEARED VERY CLOSE TO THE EDGE OF THE RWY BUT WAS HOLDING CLR AND APPEARED TO BE WAITING FOR US TO LAND. DURING OUR LNDG FLARE HE PULLED OUT ONTO THE RWY RIGHT IN FRONT OF US. I WAS THE PF, CAPT TOOK CTL OF THE AIRPLANE. WE ROTATED AND CLBED OUT WITH FULL FLAPS AND GEAR, NEARLY HITTING WHAT TURNED OUT TO BE AN SMA TYPE.
