Narrative:
Flight crew confusion on airport movement area. Twice on this date the flight crew of aircraft 1 and aircraft 2 mistakenly idented runway 28 as either runway 23L/right. Both aircraft had (apparently) applied full power and had begun departure roll on runway 28/intersection J when departure clearance had been issued on either runway 23L/right. Recent updating of airport signage and taxiway redesignation have been completed. Confusing intersection, especially when taxiway Z remains a taxiway instead of displaced threshold. Recent airport 'improvements' have not corrected a continuing and serious problem.

Title: ACR X AND SMT Y ATTEMPTED TKOF ON WRONG RWY.
Narrative: FLC CONFUSION ON ARPT MOVEMENT AREA. TWICE ON THIS DATE THE FLC OF ACFT 1 AND ACFT 2 MISTAKENLY IDENTED RWY 28 AS EITHER RWY 23L/R. BOTH ACFT HAD (APPARENTLY) APPLIED FULL PWR AND HAD BEGUN DEP ROLL ON RWY 28/INTXN J WHEN DEP CLRNC HAD BEEN ISSUED ON EITHER RWY 23L/R.
