Narrative:
During descent into slc we were given a clearance to cross bearr intersection at 17000 ft. Airspeed had been previously restr to 260 KTS. About 20 mi northwest of fix I pointed out to the captain that we were to cross the fix at 17000 ft. He said, 'we'll be close.' I said that the FMS projected us to be about 1700 ft high and increasing. At that point he selected vertical speed and increased the rate of descent about 300 FPM. This caused the airspeed to increase. By the time we crossed bearr, we were at 18000 ft and about 270 KTS. No conflict arose, and no comment was made by either controller. (We were directed to contact approach about 1-2 mi short of bearr.) TCASII may have been a factor in the captain's decision not to cross the fix on altitude, as we were able to observe the lack of conflicting traffic. I would like to see warnings issued to crews for not complying with instructions. This might get the attention of 'salty' capts. If that doesn't do the trick, fines should be levied.

Title: ALT XING RESTR MISSED.
Narrative: DURING DSCNT INTO SLC WE WERE GIVEN A CLRNC TO CROSS BEARR INTXN AT 17000 FT. AIRSPD HAD BEEN PREVIOUSLY RESTR TO 260 KTS. ABOUT 20 MI NW OF FIX I POINTED OUT TO THE CAPT THAT WE WERE TO CROSS THE FIX AT 17000 FT. HE SAID, 'WE'LL BE CLOSE.' I SAID THAT THE FMS PROJECTED US TO BE ABOUT 1700 FT HIGH AND INCREASING. AT THAT POINT HE SELECTED VERT SPD AND INCREASED THE RATE OF DSCNT ABOUT 300 FPM. THIS CAUSED THE AIRSPD TO INCREASE. BY THE TIME WE CROSSED BEARR, WE WERE AT 18000 FT AND ABOUT 270 KTS. NO CONFLICT AROSE, AND NO COMMENT WAS MADE BY EITHER CTLR. (WE WERE DIRECTED TO CONTACT APCH ABOUT 1-2 MI SHORT OF BEARR.) TCASII MAY HAVE BEEN A FACTOR IN THE CAPT'S DECISION NOT TO CROSS THE FIX ON ALT, AS WE WERE ABLE TO OBSERVE THE LACK OF CONFLICTING TFC. I WOULD LIKE TO SEE WARNINGS ISSUED TO CREWS FOR NOT COMPLYING WITH INSTRUCTIONS. THIS MIGHT GET THE ATTN OF 'SALTY' CAPTS. IF THAT DOESN'T DO THE TRICK, FINES SHOULD BE LEVIED.
