Narrative:
Air carrier X inbound landing elp on visual approach. Small aircraft Y outbound climbing to 9500 ft. Traffic issued to air carrier X 1 O'clock, 3 mi, an small aircraft 8000 ft climbing. Traffic issued to small aircraft Y after turn issued 12 O'clock, 2 mi, 8500 ft descending, an medium large transport. Small aircraft Y called medium large transport in sight and was instructed to maintain visual separation. Air carrier X received a maximum TCASII RA to climb, to which he responded. Radar targets never merged. Supplemental information from acn 257411: air carrier X on visual approach clearance to runway 22 at elp. Both pilots were eyes outside. Small aircraft Y traffic was called to us as we descended through 8800 ft MSL. Small aircraft Y was climbing to 8500 ft, heading northeast (toward us). Just after the call, TA sounded. Small aircraft Y reported us in sight and was given a turn by elp approach. There sounded an RA, commanding 3000 FPM climb. RA indication was 11 O'[clock, 1/2 - 1 mi, 400 ft below, climbing I abruptly initiated a climb to comply with RA. Clear of conflict was sounded after I had climbed 800 ft to 9500 ft. We advised approach of RA evasive maneuver.

TFC ISSUED TO SMA Y AFTER TURN ISSUED 12 O'CLOCK, 2 MI, 8500 FT DSNDING, AN MLG. SMA Y CALLED MLG IN SIGHT AND WAS INSTRUCTED TO MAINTAIN VISUAL SEPARATION. RA INDICATION WAS 11 O'[CLOCK, 1/2 - 1 MI, 400 FT BELOW, CLBING I ABRUPTLY INITIATED A CLB TO COMPLY WITH RA. CLR OF CONFLICT WAS SOUNDED AFTER I HAD CLBED 800 FT TO 9500 FT.
