Narrative:

Upon handoff from atl tower to departure control, we received a TCASII RA climbing through 2200 ft MSL. Target distance estimated at 1 NM. Departure control gave us an immediate level-off. Climbing at 2500 FPM, we leveled at 2500 ft MSL. Traffic reported at 3000 ft MSL. Within 15 seconds we were clear of traffic. Departure's traffic call coincided with TCASII verbal, blocking some of both xmissions. We relied on the green fly-to arc as there was not time to ask departure control to repeat his traffic call. TCASII first indicated a green fly-to arc of 0-300 FPM climb with red for any greater climb. As we pushed over TCASII switched to green arc at 2500 FPM down (aircraft altitude 1500 ft AGL). The TCASII RA threshold, having been raised from 500 ft AGL to 1500 ft AGL, denies us of a more timely warning. Also would like to know why atl tower did not know/report traffic before we launched.

Title: WDB ON DEP HAS TCASII RA TO STOP CLB.

Narrative: UPON HDOF FROM ATL TWR TO DEP CTL, WE RECEIVED A TCASII RA CLBING THROUGH 2200 FT MSL. TARGET DISTANCE ESTIMATED AT 1 NM. DEP CTL GAVE US AN IMMEDIATE LEVEL-OFF. CLBING AT 2500 FPM, WE LEVELED AT 2500 FT MSL. TFC RPTED AT 3000 FT MSL. WITHIN 15 SECONDS WE WERE CLR OF TFC. DEP'S TFC CALL COINCIDED WITH TCASII VERBAL, BLOCKING SOME OF BOTH XMISSIONS. WE RELIED ON THE GREEN FLY-TO ARC AS THERE WAS NOT TIME TO ASK DEP CTL TO REPEAT HIS TFC CALL. TCASII FIRST INDICATED A GREEN FLY-TO ARC OF 0-300 FPM CLB WITH RED FOR ANY GREATER CLB. AS WE PUSHED OVER TCASII SWITCHED TO GREEN ARC AT 2500 FPM DOWN (ACFT ALT 1500 FT AGL). THE TCASII RA THRESHOLD, HAVING BEEN RAISED FROM 500 FT AGL TO 1500 FT AGL, DENIES US OF A MORE TIMELY WARNING. ALSO WOULD LIKE TO KNOW WHY ATL TWR DID NOT KNOW/RPT TFC BEFORE WE LAUNCHED.
