Narrative:
I was PIC of flight from jfk to fll. We had 93 passenger. During climb the oil temperature on #3 exceeded 120 degrees F. In compliance with company procedures, a precautionary shutdown of #3 engine was completed at approximately XA20Z. A new clearance was requested to descend out of our current altitude of FL280. I declared an emergency and proceeded back to jfk. The approach and landing were routine. Callback conversation with reporter revealed the following: reporter states he is very reluctant to declare emergency. His criteria for decision is if he begins to perspire, if the WX is not great and things start to go downhill. If something is not routine, emergency or alert is called for. His only problem after the emergency was the 2 hours he spent reviewing company manual to determine what he was required to do. It turned out he had only to write the brief report on company form.

Title: LGT HAS ENG SHUTDOWN, DECLARES EMER TO RETURN LAND.

HIS CRITERIA FOR DECISION IS IF HE BEGINS TO PERSPIRE, IF THE WX IS NOT GREAT AND THINGS START TO GO DOWNHILL. IF SOMETHING IS NOT ROUTINE, EMER OR ALERT IS CALLED FOR. HIS ONLY PROB AFTER THE EMER WAS THE 2 HRS HE SPENT REVIEWING COMPANY MANUAL TO DETERMINE WHAT HE WAS REQUIRED TO DO. IT TURNED OUT HE HAD ONLY TO WRITE THE BRIEF RPT ON COMPANY FORM.
