Narrative:
We were level at 8000 ft approximately 25 mi east of the ric airport landing ric. ATC pointed out an aircraft in our 1 O'clock position and 500 ft below. The warning was followed by a TCASII TA and then an RA which showed us a climb to avoid of over 2000 FPM. These events occurred within seconds of one another, and there was no time to acquire the aircraft visually. The RA was followed and at 8500 ft, the RA ceased. We then returned to 8000 ft. After the controller was advised, he stated that the aircraft was on a VFR flight plan. The visibility was good, had the controller or TCASII warned us sooner we could have acquired the aircraft visually and avoided the altitude deviation. The target first appeared on the TCASII at approximately 2 1/2 to 3 mi.

Title: FLC OF AN MLG ACR ACFT CLBED ABOVE ASSIGNED APCH ALT IN RESPONSE TO A TCASII RA.
Narrative: WE WERE LEVEL AT 8000 FT APPROX 25 MI E OF THE RIC ARPT LNDG RIC. ATC POINTED OUT AN ACFT IN OUR 1 O'CLOCK POS AND 500 FT BELOW. THE WARNING WAS FOLLOWED BY A TCASII TA AND THEN AN RA WHICH SHOWED US A CLB TO AVOID OF OVER 2000 FPM. THESE EVENTS OCCURRED WITHIN SECONDS OF ONE ANOTHER, AND THERE WAS NO TIME TO ACQUIRE THE ACFT VISUALLY. THE RA WAS FOLLOWED AND AT 8500 FT, THE RA CEASED. WE THEN RETURNED TO 8000 FT. AFTER THE CTLR WAS ADVISED, HE STATED THAT THE ACFT WAS ON A VFR FLT PLAN. THE VISIBILITY WAS GOOD, HAD THE CTLR OR TCASII WARNED US SOONER WE COULD HAVE ACQUIRED THE ACFT VISUALLY AND AVOIDED THE ALTDEV. THE TARGET FIRST APPEARED ON THE TCASII AT APPROX 2 1/2 TO 3 MI.
