Narrative:
Northbound on a direct routing between usr and ursus at FL280 a TCASII RA was received and evasive action was taken. Conflict aircraft was sbound also at FL280. Our position was the usr 358 degree radial at 70 DME at the time of conflict. Upon questioning havana center said they had no traffic sbound at FL280. ZMA was called and also questioned. They said they would check it out. Several mins later they said they were on the phone with havana. We received no further information.

Title: FLC OF AN LGT ACR ACFT TOOK EVASIVE ACTION TURN TO AVOID OPPOSITE DIRECTION TFC IN CRUISE AT HIGH ALT.
Narrative: NBOUND ON A DIRECT ROUTING BTWN USR AND URSUS AT FL280 A TCASII RA WAS RECEIVED AND EVASIVE ACTION WAS TAKEN. CONFLICT ACFT WAS SBOUND ALSO AT FL280. OUR POS WAS THE USR 358 DEG RADIAL AT 70 DME AT THE TIME OF CONFLICT. UPON QUESTIONING HAVANA CTR SAID THEY HAD NO TFC SBOUND AT FL280. ZMA WAS CALLED AND ALSO QUESTIONED. THEY SAID THEY WOULD CHK IT OUT. SEVERAL MINS LATER THEY SAID THEY WERE ON THE PHONE WITH HAVANA. WE RECEIVED NO FURTHER INFO.
