Narrative:
After pushback/engine start, flight attendant entered flight deck and told me 1 passenger insisted there was a small area of frost midpoint trailing edge of wing. We had already inspected wings at gate and saw no frost or ice. I had so go back and look again, still saw nothing. Ordered deicing anyway. FBO vehicle driver did give us a light spray, but said there was no frost on wings. No further input from passenger until landing upon which he said we never got sprayed. He then introduced himself as an air carrier inspector for canada. His name is mr. X. Callback conversation with reporter revealed the following information: the reporting captain has a 'gut feeling that the passenger was a fraud.' the only identify that he produced was a business card, he was not dressed in a professional manner, and 'he looked weird.' the reporter has not heard from the FAA on this matter. Within 10 mins of the confrontation at the msp gate, the reporter mentioned this to his chief pilot who promised to take care of it.

Title: AN ACR B-727 WAS ALLEGED TO HAVE NOT BEEN DEICED.
Narrative: AFTER PUSHBACK/ENG START, FLT ATTENDANT ENTERED FLT DECK AND TOLD ME 1 PAX INSISTED THERE WAS A SMALL AREA OF FROST MIDPOINT TRAILING EDGE OF WING. HE THEN INTRODUCED HIMSELF AS AN ACR INSPECTOR FOR CANADA. HIS NAME IS MR. X. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTING CAPT HAS A 'GUT FEELING THAT THE PAX WAS A FRAUD.' THE ONLY IDENT THAT HE PRODUCED WAS A BUSINESS CARD, HE WAS NOT DRESSED IN A PROFESSIONAL MANNER, AND 'HE LOOKED WEIRD.' THE RPTR HAS NOT HEARD FROM THE FAA ON THIS MATTER.
