Narrative:
Cleared to land by san tower. Tower advised police helicopter operating in the vicinity of final approach and that it presented no problem. WX was hazy with occasional scud drifting across the final. At 600-800 ft AGL TCASII issued an RA. With traffic 200 ft low at 12 O'clock, TCASII said 'climb, climb.' power applied and nose pulled up. As climb was commenced, the helicopter came into sight. After establishing visual with helicopter it was necessary to turn right before commencing the descent for landing. Tower advised that the helicopter had us visually and no problem existed. I'm not sure the helicopter had is in sight. If so, an RA should not have been necessary. I can't believe that an airport with a prior midair can operate in such a cavalier environment.

Title: ACR HAS TCASII RA FOR HELI MANEUVERING ON FINAL APCH PATH.
Narrative: CLRED TO LAND BY SAN TWR. TWR ADVISED POLICE HELI OPERATING IN THE VICINITY OF FINAL APCH AND THAT IT PRESENTED NO PROB. WX WAS HAZY WITH OCCASIONAL SCUD DRIFTING ACROSS THE FINAL. AT 600-800 FT AGL TCASII ISSUED AN RA. WITH TFC 200 FT LOW AT 12 O'CLOCK, TCASII SAID 'CLB, CLB.' PWR APPLIED AND NOSE PULLED UP. AS CLB WAS COMMENCED, THE HELI CAME INTO SIGHT. AFTER ESTABLISHING VISUAL WITH HELI IT WAS NECESSARY TO TURN R BEFORE COMMENCING THE DSCNT FOR LNDG. TWR ADVISED THAT THE HELI HAD US VISUALLY AND NO PROB EXISTED. I'M NOT SURE THE HELI HAD IS IN SIGHT. IF SO, AN RA SHOULD NOT HAVE BEEN NECESSARY. I CAN'T BELIEVE THAT AN ARPT WITH A PRIOR MIDAIR CAN OPERATE IN SUCH A CAVALIER ENVIRONMENT.
