Narrative:
Flight departed iad en route to sju. While on a vector and climbing through 10500 for 12000 ft, the TCASII showed a potential target directly ahead at 5 mi and closing. We notified washington departure of the conflict and leveled at 11000 ft. The traffic at this point was 12 O'clock, 4 mi and 400 ft above us. The controller gave us an immediate 20 degree left turn and told us to maintain 11000 ft. He then apologized for being temporarily distracted. I am fully convinced that had TCASII not been installed on the aircraft, a midair collision could have resulted.

Title: FLC OF LGT STOPPED CLBING AND LEVELED OFF IN RESPONSE TO A TCASII RA. ATC CTLR SUBSEQUENTLY GAVE A TURN TO ADDITIONALLY SEPARATE THE 2 ACFT.
Narrative: FLT DEPARTED IAD ENRTE TO SJU. WHILE ON A VECTOR AND CLBING THROUGH 10500 FOR 12000 FT, THE TCASII SHOWED A POTENTIAL TARGET DIRECTLY AHEAD AT 5 MI AND CLOSING. WE NOTIFIED WASHINGTON DEP OF THE CONFLICT AND LEVELED AT 11000 FT. THE TFC AT THIS POINT WAS 12 O'CLOCK, 4 MI AND 400 FT ABOVE US. THE CTLR GAVE US AN IMMEDIATE 20 DEG L TURN AND TOLD US TO MAINTAIN 11000 FT. HE THEN APOLOGIZED FOR BEING TEMPORARILY DISTRACTED. I AM FULLY CONVINCED THAT HAD TCASII NOT BEEN INSTALLED ON THE ACFT, A MIDAIR COLLISION COULD HAVE RESULTED.
