Narrative:

The memphis/shelby county airport authority/authorized routinely NOTAMS txwys and runways closed on a daily basis. It is the rule and not the exception that work is not done on sat or sun. When this occurs it is necessary for the ATCT to contact the airport authority/authorized to get authorization to use the taxiway or runway. There have been instances when the airport authority/authorized has not responded. To create delays to the user when a portion of the airport is closed on 'paper' only.

Narrative: THE MEMPHIS/SHELBY COUNTY ARPT AUTH ROUTINELY NOTAMS TXWYS AND RWYS CLOSED ON A DAILY BASIS. IT IS THE RULE AND NOT THE EXCEPTION THAT WORK IS NOT DONE ON SAT OR SUN. WHEN THIS OCCURS IT IS NECESSARY FOR THE ATCT TO CONTACT THE ARPT AUTH TO GET AUTHORIZATION TO USE THE TXWY OR RWY. THERE HAVE BEEN INSTANCES WHEN THE ARPT AUTH HAS NOT RESPONDED. TO CREATE DELAYS TO THE USER WHEN A PORTION OF THE ARPT IS CLOSED ON 'PAPER' ONLY.
