Narrative:
On flight from san francisco area to ksna near dusk, VFR handoff from southern ca approach is normally during descent over coastline at huntington beach pier. Aircraft inbound to ksna and outbound from ksna to north VFR both cross coastlines at about that point. Southern ca approach advised frequency change at pier and advised of no traffic. Changed frequency to ksna tower but very busy and unable to break in. Before able to establish contact saw conflict aircraft, a cessna, headon opposite direction and same altitude. Altered course to avoid. On contact with tower, was advised of conflict aircraft plus another outbound. This is area of other similar incidents in past. Suggest inbound and outbound aircraft should be separated further routinely, especially in area where controller handoffs are occurring.

Narrative: ON FLT FROM SAN FRANCISCO AREA TO KSNA NEAR DUSK, VFR HDOF FROM SOUTHERN CA APCH IS NORMALLY DURING DSCNT OVER COASTLINE AT HUNTINGTON BEACH PIER. ACFT INBOUND TO KSNA AND OUTBOUND FROM KSNA TO N VFR BOTH CROSS COASTLINES AT ABOUT THAT POINT. SOUTHERN CA APCH ADVISED FREQ CHANGE AT PIER AND ADVISED OF NO TFC. CHANGED FREQ TO KSNA TWR BUT VERY BUSY AND UNABLE TO BREAK IN. BEFORE ABLE TO ESTABLISH CONTACT SAW CONFLICT ACFT, A CESSNA, HEADON OPPOSITE DIRECTION AND SAME ALT. ALTERED COURSE TO AVOID. ON CONTACT WITH TWR, WAS ADVISED OF CONFLICT ACFT PLUS ANOTHER OUTBOUND. THIS IS AREA OF OTHER SIMILAR INCIDENTS IN PAST. SUGGEST INBOUND AND OUTBOUND ACFT SHOULD BE SEPARATED FURTHER ROUTINELY, ESPECIALLY IN AREA WHERE CTLR HDOFS ARE OCCURRING.
