Narrative:
Due to performance limits we requested runway 03 for departure (21 was active). We received clearance for 'immediate' takeoff due to dash 8 traffic on 'smile base.' at approximately 100 KIAS on takeoff run we sighted the dash 8 on about a 2 mi straight into runway 21. Tower issued us a right turn to 150 degrees after takeoff for traffic on final. In accordance with our normal procedures we began our 15 degree bank turn at 400 ft AGL and missed the dash 8 by 500-1000 ft. The pilot of the dash 8, on a visual approach, saw us but did not appear to alter his flight path to increase the separation. The tower exercised poor judgement in not issuing the dash 8 an avoidance vector when the required separation was lost. The dash 8 pilot should have maneuvered to increase separation. We were put 'in a box' with no place to go.

Title: POTENTIAL CONFLICT BTWN ARR DEP ACFT USING SAME RWY SURFACE BUT OPPOSITE DIRECTION TFC.
Narrative: DUE TO PERFORMANCE LIMITS WE REQUESTED RWY 03 FOR DEP (21 WAS ACTIVE). WE RECEIVED CLRNC FOR 'IMMEDIATE' TKOF DUE TO DASH 8 TFC ON 'SMILE BASE.' AT APPROX 100 KIAS ON TKOF RUN WE SIGHTED THE DASH 8 ON ABOUT A 2 MI STRAIGHT INTO RWY 21. TWR ISSUED US A R TURN TO 150 DEGS AFTER TKOF FOR TFC ON FINAL. IN ACCORDANCE WITH OUR NORMAL PROCS WE BEGAN OUR 15 DEG BANK TURN AT 400 FT AGL AND MISSED THE DASH 8 BY 500-1000 FT. THE PLT OF THE DASH 8, ON A VISUAL APCH, SAW US BUT DID NOT APPEAR TO ALTER HIS FLT PATH TO INCREASE THE SEPARATION.
