Narrative:
We were descending into bur on the lynxx 7 arrival with a crossing restr of 8000 ft at janny. At about 10 DME southwest of pmd, we were about to level at 8000 ft when we received a TA that showed traffic at our 9 O'clock -- 1 mi and 30 ft lower than us. We looked left and saw a camouflage gray F-5 approaching us very rapidly as if to join up on us. The TCASII then gave us an RA to clear with the green lights on the vsi at 200 FPM. I initiated a climb to comply and I again looked left and the F-5 was climbing with us. I again increased climb rate and power and thought he must not see us. He was now about 200 yards left and slightly below us. He then passed underneath us and the TCASII showed 200 ft below us. We told joshua approach we were climbing on an RA for this F-5. She advised us that initially she had not seen the target but now she did and apologized, another controller came on the frequency and told the F-5 that he should be aware that he was crossing through the lynxx arrival. The F-5 responded to the controller on VHF and said, 'I don't know what that guy's problem is because I had him in sight the whole time.' afterwards, we were given a clearance back down to 900 ft with another apology from the controller.

Narrative: WE WERE DSNDING INTO BUR ON THE LYNXX 7 ARR WITH A XING RESTR OF 8000 FT AT JANNY. AT ABOUT 10 DME SW OF PMD, WE WERE ABOUT TO LEVEL AT 8000 FT WHEN WE RECEIVED A TA THAT SHOWED TFC AT OUR 9 O'CLOCK -- 1 MI AND 30 FT LOWER THAN US. WE LOOKED L AND SAW A CAMOUFLAGE GRAY F-5 APCHING US VERY RAPIDLY AS IF TO JOIN UP ON US. THE TCASII THEN GAVE US AN RA TO CLR WITH THE GREEN LIGHTS ON THE VSI AT 200 FPM. I INITIATED A CLB TO COMPLY AND I AGAIN LOOKED L AND THE F-5 WAS CLBING WITH US. I AGAIN INCREASED CLB RATE AND PWR AND THOUGHT HE MUST NOT SEE US. HE WAS NOW ABOUT 200 YARDS L AND SLIGHTLY BELOW US. HE THEN PASSED UNDERNEATH US AND THE TCASII SHOWED 200 FT BELOW US. WE TOLD JOSHUA APCH WE WERE CLBING ON AN RA FOR THIS F-5. SHE ADVISED US THAT INITIALLY SHE HAD NOT SEEN THE TARGET BUT NOW SHE DID AND APOLOGIZED, ANOTHER CTLR CAME ON THE FREQ AND TOLD THE F-5 THAT HE SHOULD BE AWARE THAT HE WAS XING THROUGH THE LYNXX ARR. THE F-5 RESPONDED TO THE CTLR ON VHF AND SAID, 'I DON'T KNOW WHAT THAT GUY'S PROB IS BECAUSE I HAD HIM IN SIGHT THE WHOLE TIME.' AFTERWARDS, WE WERE GIVEN A CLRNC BACK DOWN TO 900 FT WITH ANOTHER APOLOGY FROM THE CTLR.
