Narrative:
Air carrier X on vectors, 050 degrees off mizar intersection, cleared from 14000 ft to 11000 ft. First officer mistakenly set in 10000 ft in altitude window. When descending through 10800 ft, controller said that the clearance limit was 11000 ft and then immediately cleared the flight to 7000 ft. Captain called TRACON on ground and supervisor on duty said there was no conflict. First officer very high workload including acquiring ATIS and inbound gate contributed. Supplemental information from acn 289696: ATC cleared to 11000 ft and I put 10000 ft in altitude preselect. Captain requested ATC to confirm 10000 ft and transmission was blocked. Again, asked to confirm. ATC advised us as we descended through 10400 ft that 11000 ft was the assigned altitude and, in the same sentence, they cleared us on down to 7000 ft. No conflict with other traffic was mentioned and he did not advise us that it was a problem.
Original NASA ASRS Text
Title: ACR X ALTDEV DSCNT THROUGH ASSIGNED ALT.
Narrative: ACR X ON VECTORS, 050 DEGS OFF MIZAR INTXN, CLRED FROM 14000 FT TO 11000 FT. FO MISTAKENLY SET IN 10000 FT IN ALT WINDOW. WHEN DSNDING THROUGH 10800 FT, CTLR SAID THAT THE CLRNC LIMIT WAS 11000 FT AND THEN IMMEDIATELY CLRED THE FLT TO 7000 FT. CAPT CALLED TRACON ON GND AND SUPVR ON DUTY SAID THERE WAS NO CONFLICT. FO VERY HIGH WORKLOAD INCLUDING ACQUIRING ATIS AND INBOUND GATE CONTRIBUTED. SUPPLEMENTAL INFORMATION FROM ACN 289696: ATC CLRED TO 11000 FT AND I PUT 10000 FT IN ALT PRESELECT. CAPT REQUESTED ATC TO CONFIRM 10000 FT AND XMISSION WAS BLOCKED. AGAIN, ASKED TO CONFIRM. ATC ADVISED US AS WE DSNDED THROUGH 10400 FT THAT 11000 FT WAS THE ASSIGNED ALT AND, IN THE SAME SENTENCE, THEY CLRED US ON DOWN TO 7000 FT. NO CONFLICT WITH OTHER TFC WAS MENTIONED AND HE DID NOT ADVISE US THAT IT WAS A PROB.
