Narrative:
500 ft above the ground on approach to dca, mount vernon visual runway 36, dca tower told us to go around because of aircraft on the runway. Tower radio call was blocked and all we heard was climb to 2000 ft. I offset from runway by 20 degrees right, heading 020 degrees while the captain asked for a heading. We completed the clean-up and elected to keep flaps 5 degrees and maneuver at 180 KTS for vectors to downwind. The controller gave us a 070 degree heading and 2000 ft clearance. Established on the heading passing 1800 ft the TCASII alert went off -- climb, climb, climb, and we visually saw a light aircraft pass directly in front of us approximately 200 ft below us. TCASII showed minus 200 ft on traffic. The captain notified the controller and said he would call ATC on the ground. The approach and landing were uneventful. The captain spoke to ATC and they did not feel any report was necessary.

Title: NMAC BTWN AN ACR AND AN SMA DURING A GAR BY THE ACR.
Narrative: 500 FT ABOVE THE GND ON APCH TO DCA, MOUNT VERNON VISUAL RWY 36, DCA TWR TOLD US TO GAR BECAUSE OF ACFT ON THE RWY. TWR RADIO CALL WAS BLOCKED AND ALL WE HEARD WAS CLB TO 2000 FT. THE CTLR GAVE US A 070 DEG HDG AND 2000 FT CLRNC. ESTABLISHED ON THE HDG PASSING 1800 FT THE TCASII ALERT WENT OFF -- CLB, CLB, CLB, AND WE VISUALLY SAW A LIGHT ACFT PASS DIRECTLY IN FRONT OF US APPROX 200 FT BELOW US. TCASII SHOWED MINUS 200 FT ON TFC. THE CAPT NOTIFIED THE CTLR AND SAID HE WOULD CALL ATC ON THE GND. THE APCH AND LNDG WERE UNEVENTFUL. THE CAPT SPOKE TO ATC AND THEY DID NOT FEEL ANY RPT WAS NECESSARY.
