Narrative:
Received ATC clearance with a request to track 020 degree radial off of position to 12000 ft MSL. Then on flight planned course. Departure procedure on airport page calls for turn to north out of 4100 ft MSL. Executed turn and tower says we must request turn to north. They expected us to turn right, the long way around, to intercept the 20 degree radial. Takeoff was east (102 degrees). This also conflicts with published IFR departure procedures. Non radar environment. Need to change IFR departure procedures or issue specific departure clrncs for takeoff. Contributing to this problem was language. Although english is the official language of trinidad, local dialect makes it difficult to understand controllers.
