Narrative:
Requested ILS 27R oak. (On initial contact with bay approach). Given transponder code after waiting for follow up (radar contact, vector for ILS) I called to ask if we were radar contact. As I unkeyed microphone, I heard 'fly heading 260 maintain 3000 till established, cleared for ILS 27R approach' (the clearance I expected) I read back the clearance, followed by þand that's for abc'. Received no response to readback, so continued, shot approach. 6 mi from oak, I reminded approach þabc coming up on OM'. He replied þabc, I never tagged up on you, verify that's you 5 east of oak?' he never gave us a clearance! Didn't hear my readback! I believe a controller change occured at the position between my readback of þmy' clearance and arrival at OM. In the future, if I don't hear my callsign preceding a clearance, I will insist on acknowledgement of my readback.

RECEIVED NO RESPONSE TO READBACK, SO CONTINUED, SHOT APCH. 6 MI FROM OAK, I REMINDED APCH þABC COMING UP ON OM'. HE REPLIED þABC, I NEVER TAGGED UP ON YOU, VERIFY THAT'S YOU 5 E OF OAK?' HE NEVER GAVE US A CLRNC! DIDN'T HEAR MY READBACK! I BELIEVE A CTLR CHANGE OCCURED AT THE POS BTWN MY READBACK OF þMY' CLRNC AND ARR AT OM. IN THE FUTURE, IF I DON'T HEAR MY CALLSIGN PRECEDING A CLRNC, I WILL INSIST ON ACKNOWLEDGEMENT OF MY READBACK.
