Narrative:

During level cruise flight at FL310 felt in a vibration and observed left EPR gauge fluctuating, N1, N2 winding down. Perform engine failure emergency checklist. Secured left engine. Captain, PNF requested a lower altitude and declared an emergency, then requested vectors to jax. Landing was uneventful. Cockpit resource management and simulator emergency training is very effective only unusual event -- local jacksonville police treated event as an accident. Requesting pilots license and medicals.
