At 11000 ft VNAV dropped out while briefing for approach. By the time we realized we were close to pivit intersection and above 250 KTS started manual slowdown to 250 KTS crossed arina at 210.

Title: AN ACR DID NOT MEET A SPD RESTR ON AN ARR RTE. THE AUTOFLT VNAV SYS, HAD DROPPED OUT WHILE THE CREW WAS BRIEFING FOR THE APCH.
