Narrative:

TCASII RA on departure from mem (runway 36L), passing 2500 ft MSL, ATC told to 'expedite climb.' first officer confirmed 'expedite climb.' no change in altitude was heard nor acknowledged. We were climbing to 5000 ft MSL. At 5000 ft MSL, ATC turned X left to 180 degrees. After rollout at 5000 ft MSL, we got a TCASII RA to descend. We descended to 4300 ft and then spotted an air carrier Y also at 5000 ft and at our 11 O'clock. Y also maneuvered to maintain separation. Once clear of conflict, ATC told us to climb to 16000 ft MSL. No explanation from ATC as to what happened was given.
