Narrative:

Runway construction at departure airport - sarasota (srq) runway 4/22 and taxiway 'a' - created drop off and even though aircraft was almost slowed to a stop and nose gear tires dropped several inches and caused (suspected later after incident landing at ewr) nose wheel steering activation to blow an 'O' ring seal and 'a' system hydraulic were lost on landing as nose gear met runway on landing. Nose gear castering resulted and aircraft was brought to a stop about 15 ft left of centerline. No injuries resulted and aircraft was towed to gate. Temporary asphalt ramps could have been installed, used to lessen drop during taxi to actual runway 14. Callback conversation with reporter revealed the following information: reporter is convinced the taxi out at srq is where the problem started. He saw the change in elevation of the construction area so he slowed and cautiously entered the area and carefully exited the area. The change of elevation was estimated to be 3 or 4 inches. Upon exited the construction area back to the smooth surface, he slowed again. However, there was a hugh bump and a loud bang accompanied the taxi from the construction surface to the normal smooth surface. Since the 'O' ring of the hydraulic nose wheel failed which cause the failure of the entire 'a' hydraulic system reporter believes this is when it happened. Fortunately this resulted in some inconvenience and not into an emergency. Attempted to call airport manager's office but no one was available for interview. Called ATC tower and spoke to their procedures officer who was familiar with the construction area in question. He advised that runway 22/04 had been closed since january for resurfacing. This has caused problems when taxiing to runway 14 utilizing the parallel where it crosses taxiway 'a' and runway 22/04. NOTAMS were issued, ATIS contained information on this area and ground control cautioned pilots about the area. Construction caused a temporary lip of 1-2 inches in elevation difference. Construction is scheduled to be completed in may 95. He knew of no damage to aircraft.

Title: LOSS OF HYD PRESSURE DURING LNDG.

Narrative: RWY CONSTRUCTION AT DEP ARPT - SARASOTA (SRQ) RWY 4/22 AND TXWY 'A' - CREATED DROP OFF AND EVEN THOUGH ACFT WAS ALMOST SLOWED TO A STOP AND NOSE GEAR TIRES DROPPED SEVERAL INCHES AND CAUSED (SUSPECTED LATER AFTER INCIDENT LNDG AT EWR) NOSE WHEEL STEERING ACTIVATION TO BLOW AN 'O' RING SEAL AND 'A' SYS HYD WERE LOST ON LNDG AS NOSE GEAR MET RWY ON LNDG. NOSE GEAR CASTERING RESULTED AND ACFT WAS BROUGHT TO A STOP ABOUT 15 FT L OF CTRLINE. NO INJURIES RESULTED AND ACFT WAS TOWED TO GATE. TEMPORARY ASPHALT RAMPS COULD HAVE BEEN INSTALLED, USED TO LESSEN DROP DURING TAXI TO ACTUAL RWY 14. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR IS CONVINCED THE TAXI OUT AT SRQ IS WHERE THE PROB STARTED. HE SAW THE CHANGE IN ELEVATION OF THE CONSTRUCTION AREA SO HE SLOWED AND CAUTIOUSLY ENTERED THE AREA AND CAREFULLY EXITED THE AREA. THE CHANGE OF ELEVATION WAS ESTIMATED TO BE 3 OR 4 INCHES. UPON EXITED THE CONSTRUCTION AREA BACK TO THE SMOOTH SURFACE, HE SLOWED AGAIN. HOWEVER, THERE WAS A HUGH BUMP AND A LOUD BANG ACCOMPANIED THE TAXI FROM THE CONSTRUCTION SURFACE TO THE NORMAL SMOOTH SURFACE. SINCE THE 'O' RING OF THE HYD NOSE WHEEL FAILED WHICH CAUSE THE FAILURE OF THE ENTIRE 'A' HYD SYS RPTR BELIEVES THIS IS WHEN IT HAPPENED. FORTUNATELY THIS RESULTED IN SOME INCONVENIENCE AND NOT INTO AN EMER. ATTEMPTED TO CALL ARPT MGR'S OFFICE BUT NO ONE WAS AVAILABLE FOR INTERVIEW. CALLED ATC TWR AND SPOKE TO THEIR PROCS OFFICER WHO WAS FAMILIAR WITH THE CONSTRUCTION AREA IN QUESTION. HE ADVISED THAT RWY 22/04 HAD BEEN CLOSED SINCE JANUARY FOR RESURFACING. THIS HAS CAUSED PROBS WHEN TAXIING TO RWY 14 UTILIZING THE PARALLEL WHERE IT CROSSES TXWY 'A' AND RWY 22/04. NOTAMS WERE ISSUED, ATIS CONTAINED INFO ON THIS AREA AND GND CTL CAUTIONED PLTS ABOUT THE AREA. CONSTRUCTION CAUSED A TEMPORARY LIP OF 1-2 INCHES IN ELEVATION DIFFERENCE. CONSTRUCTION IS SCHEDULED TO BE COMPLETED IN MAY 95. HE KNEW OF NO DAMAGE TO ACFT.
