Narrative:

I was practicing (simulated) instrument approachs in a cherokee 140 with a safety pilot. As we were approaching the VOR inbound, a commuter airline reported a position close to ours. We spotted them first and advised that we had located them. They passed abeam of us (and also saw us) before we had reached the VOR. There was no problem as they were a safe distance away. We announced that we would follow them in. I reported VOR inbound and continued with the approach. The commuter reported on short final. I hadn't intended to land as I thought we would be too close. I wanted to land for the practice as it was gusty and crosswind. As I got closer, the commuter was well down the runway on the ground. I thought I saw them pull off the runway. Then, I decided to land. I was fairly busy with the landing as it was gusty and crosswind. I touched down uneventfully and readied for takeoff for another approach. I was surprised to see the commuter still on the runway about a mi ahead. They had taxied to the end to exit. I waited for them to exit before taking off again. I don't believe either the FSS or commuter knew I was on the runway at the same time. Advice - make sure other plane clear before landing.

Narrative: I WAS PRACTICING (SIMULATED) INSTRUMENT APCHS IN A CHEROKEE 140 WITH A SAFETY PLT. AS WE WERE APCHING THE VOR INBOUND, A COMMUTER AIRLINE RPTED A POS CLOSE TO OURS. WE SPOTTED THEM FIRST AND ADVISED THAT WE HAD LOCATED THEM. THEY PASSED ABEAM OF US (AND ALSO SAW US) BEFORE WE HAD REACHED THE VOR. THERE WAS NO PROB AS THEY WERE A SAFE DISTANCE AWAY. WE ANNOUNCED THAT WE WOULD FOLLOW THEM IN. I RPTED VOR INBOUND AND CONTINUED WITH THE APCH. THE COMMUTER RPTED ON SHORT FINAL. I HADN'T INTENDED TO LAND AS I THOUGHT WE WOULD BE TOO CLOSE. I WANTED TO LAND FOR THE PRACTICE AS IT WAS GUSTY AND XWIND. AS I GOT CLOSER, THE COMMUTER WAS WELL DOWN THE RWY ON THE GND. I THOUGHT I SAW THEM PULL OFF THE RWY. THEN, I DECIDED TO LAND. I WAS FAIRLY BUSY WITH THE LNDG AS IT WAS GUSTY AND XWIND. I TOUCHED DOWN UNEVENTFULLY AND READIED FOR TKOF FOR ANOTHER APCH. I WAS SURPRISED TO SEE THE COMMUTER STILL ON THE RWY ABOUT A MI AHEAD. THEY HAD TAXIED TO THE END TO EXIT. I WAITED FOR THEM TO EXIT BEFORE TAKING OFF AGAIN. I DON'T BELIEVE EITHER THE FSS OR COMMUTER KNEW I WAS ON THE RWY AT THE SAME TIME. ADVICE - MAKE SURE OTHER PLANE CLR BEFORE LNDG.
