Narrative:
When pwring back from gte to ramp, we called ground for clearance (to power back). He (ground control) said it was our discretion to do so. When taxiing out, ground control informed us that ramp control wanted to talk to us. When we called ramp (131.37) he said that we should have gotten a clearance from him (ramp control) to power back. After reviewing our 10-7 page we noted that it did say to call ramp control for power back on one page. On another, it said to call for taxi. Quite confusing.
