Narrative:
RVR was 700 ft. Approach controller never cleared us to tower. We landed without any problems, no conflict or evasive action. Called tower and talked to ms X. She said approach controller was overloaded and just forgot to switch us over. She said not to worry, no problems, and they would talk to sea approach controllers about overload.

Narrative: RVR WAS 700 FT. APCH CTLR NEVER CLRED US TO TWR. WE LANDED WITHOUT ANY PROBS, NO CONFLICT OR EVASIVE ACTION. CALLED TWR AND TALKED TO MS X. SHE SAID APCH CTLR WAS OVERLOADED AND JUST FORGOT TO SWITCH US OVER. SHE SAID NOT TO WORRY, NO PROBS, AND THEY WOULD TALK TO SEA APCH CTLRS ABOUT OVERLOAD.
