Narrative:

Approach to ewr very turbulent due to strong winds. Landed runway 29, exited taxiway tango. Stopped aircraft on tango with nosewheel on centerline of xray, short of uniform. Ground control very busy, couldn't get word in to taxi. Flight attendant #1 opened door to tell us that 3 people were up, 1 very sick in lav. We agreed to hold until all passenger reseated. Called ground to let them know where we were and that we had to hold there. Ground gave us taxi instructions. We told him we couldn't move. He became very upset and ordered us to move immediately. We refused and told him why. He demanded the passenger name be given on gate arrival. On gate arrival police met flight with report of altercation. Police were told what happened. Police officer was telephoned by tower and was told that we were on runway and that a 107, which is some kind of violation would be filed. The aircraft was well clear of any runway. The passenger name was not given to the FAA, and no contact between the crew and the FAA ensued. The police officer who talked to the tower informed them that the captain was standing right there, and the tower expressed no interest in speaking with him.

Title: ACR MLG PIC REFUSES TO TAXI WHILE PAX ARE IN THE LAVS. PAX BEHAVIOR ILLNESS.

Narrative: APCH TO EWR VERY TURBULENT DUE TO STRONG WINDS. LANDED RWY 29, EXITED TXWY TANGO. STOPPED ACFT ON TANGO WITH NOSEWHEEL ON CTRLINE OF XRAY, SHORT OF UNIFORM. GND CTL VERY BUSY, COULDN'T GET WORD IN TO TAXI. FLT ATTENDANT #1 OPENED DOOR TO TELL US THAT 3 PEOPLE WERE UP, 1 VERY SICK IN LAV. WE AGREED TO HOLD UNTIL ALL PAX RESEATED. CALLED GND TO LET THEM KNOW WHERE WE WERE AND THAT WE HAD TO HOLD THERE. GND GAVE US TAXI INSTRUCTIONS. WE TOLD HIM WE COULDN'T MOVE. HE BECAME VERY UPSET AND ORDERED US TO MOVE IMMEDIATELY. WE REFUSED AND TOLD HIM WHY. HE DEMANDED THE PAX NAME BE GIVEN ON GATE ARR. ON GATE ARR POLICE MET FLT WITH RPT OF ALTERCATION. POLICE WERE TOLD WHAT HAPPENED. POLICE OFFICER WAS TELEPHONED BY TWR AND WAS TOLD THAT WE WERE ON RWY AND THAT A 107, WHICH IS SOME KIND OF VIOLATION WOULD BE FILED. THE ACFT WAS WELL CLR OF ANY RWY. THE PAX NAME WAS NOT GIVEN TO THE FAA, AND NO CONTACT BTWN THE CREW AND THE FAA ENSUED. THE POLICE OFFICER WHO TALKED TO THE TWR INFORMED THEM THAT THE CAPT WAS STANDING RIGHT THERE, AND THE TWR EXPRESSED NO INTEREST IN SPEAKING WITH HIM.
