Narrative:
While in the area of texico VOR we received a message from dispatch saying that there were thunderstorms in the area. About that time we entered the top of a cell. We encountered severe turbulence. We had been assigned FL330, but we were unable and did descend to FL320. We tried desperately to call center for a climb or a descent, but they were too busy. They appeared to have 1 man working several frequencys at once, and we were blocked out while transmitting.

Title: WX FACTORS. ALTDEV ALT EXCURSION ACR ENCOUNTERS TSTMS WITH SEVERE TURB AND IS UNABLE TO MAINTAIN ASSIGNED ALT.
Narrative: WHILE IN THE AREA OF TEXICO VOR WE RECEIVED A MESSAGE FROM DISPATCH SAYING THAT THERE WERE TSTMS IN THE AREA. ABOUT THAT TIME WE ENTERED THE TOP OF A CELL. WE ENCOUNTERED SEVERE TURB. WE HAD BEEN ASSIGNED FL330, BUT WE WERE UNABLE AND DID DSND TO FL320. WE TRIED DESPERATELY TO CALL CTR FOR A CLB OR A DSCNT, BUT THEY WERE TOO BUSY. THEY APPEARED TO HAVE 1 MAN WORKING SEVERAL FREQS AT ONCE, AND WE WERE BLOCKED OUT WHILE XMITTING.
